She should however stand a chance by fracturing Dizzy's power, comparable to channeling heat in a specific way so that it fragments the ice and breaks it down into several pieces instead. Then the inlaid seal might be able to control her torrents of magical energy, weakened and split apart so that it should become easier to manage... theoretically.
She sharply looks up to watch for any signs. Sudden contact between hot and cold causes steam, no matter how limited and controlled the areas of effect are. In this situation, it would directly translate into a release of raw prana into the air above. That seal may not be strong enough to maintain the split before Dizzy recuperates and reforms her energies whole, but at best, it would prove to be an effective formula and rob her of some of her magical supplies. And at worse...
